FRANKLIN, Ind. — The Franklin City Council introduced two companion measures last week to annex and rezone roughly 34 acres of land along State Road 44 for future industrial development.
Planning Director Joanna Tennell presented Ordinance 2026-11 for the Harmony Group annexation and companion Ordinance 2026-12 for rezoning. The 34-acre parcel, on the south side of State Road 44, is immediately east of 5549 E. State Road 44 and 8189 Forest Rd., wrapping around south toward the nearby creek.
Proposed industrial operations at the site will be bound by seven specific development commitments accepted by the petitioner and recommended 8–0 by the Plan Commission.
Prohibited uses near the creek include:
- Contractor warehouse storage facilities and commercial dry cleaners
- Animal shelters and commercial kennels
- Truck stops, travel centers, freight terminals, and trucking company bases
- Truck sales and service centers
At the initial reading, registration or formal action was not required. A formal public hearing for the annexation and rezoning proposals is scheduled during the City Council meeting on Nov. 2.
